Europe plans to scrap its plan to ban gasoline vehicles in 2035
It will still mandate emissions reduction, but automakers may be able to meet that target with changes to manufacturing and fuels

The European Union (E.U.) had originally planned to forbid automakers to sell new vehicles with internal-combustion engines (ICE) by 2035 in favour of electrified vehicles, but has now stepped back from that. It still intends to require cuts to CO2 emissions, but if the new target goes ahead, automakers will potentially be able to meet it through changes to their manufacturing, rather than just through tailpipe emissions.
The new plan still needs approval from governments across the region, but reports are that the shift from the original target, set in 2023, is due to lobbying from automakers, especially in Germany and Italy. The E.U. originally ruled that all new cars and vans would have to emit zero CO2 emissions starting from 2035. The new proposal will require a 55% reduction in passenger vehicles from 2021 levels by 2032, and a 90% reduction by 2035, rather than the original 100% --but the tailpipe emissions from ICE and plug-in hybrid vehicles can be offset to those levels through the use of lower-carbon steel if it's manufactured in the E.U., and by the use of synthetic fuels (e-fuels), or biofuels made from agricultural waste or used cooking oil.
Similar rules are being eased in Canada and the U.S., where consumer rebates for zero-emission vehicles (ZEV), which includes full electrics and plug-in hybrids, along with much-rarer hydrogen fuel-cell vehicles, have been reduced or eliminated; and in the U.S., emissions regulations are being rolled back under the Trump administration. Canada originally set a mandate of 20% of new-vehicle sales be ZEV in 2026; but in September, Prime Minister Mark Carney announced the mandate would be moved back by a year, and launched a review of the program. Some E.U. automakers import their EVs into the U.S. and Canada, where they face the issue of fewer customers wanting plug-in vehicles, along with tariffs into the American market.
